8-28-19 UPDATE:

Edmonds School District’s latest proposed agreement, developed jointly with the Washington State Department of Ecology (DOE) and the Washington State Department of Health (DOH), has been rejected by Olympic View Water & Sewer District. We will proceed with mediation as scheduled on 8-29-18.

8/24/18 Update: Over the past several weeks, Edmonds School District has been working directly with the Washington State Department of Ecology (DOE) and the Washington State Department of Health (DOH) to develop a final monitoring plan for Madrona’s stormwater wells. This monitoring plan was delivered to Olympic View Water & Sewer District (OVWSD) today, August 24, as part of a new proposal for a water service agreement. We hope to hear a favorable response from OVWSD before our mediation date of August 29, 2018, but wanted to share details with you right away.  More details are available in a letter that had been sent to families and staff: 8-24-18 Letter

08/03/18 UPDATE: Edmonds School District is coordinating with the Department of Health and the Department of Ecology to develop a stormwater monitoring plan for Madrona K-8 that will also serve as a best practice model for future stormwater wells within wellhead protection areas in Washington state. 08/01/18 UPDATE:

We apologize for not having bus routing information available on July 25th. We have resolved a number of issues and routing is now available. General education routing is available on our website at: http://bit.ly/madrona-bus-routes

We will also mail individual student routing information to your home later this week.

If the routing you receive is not what you expected, or if you have other questions or concerns, please call us at (425) 431-7230. If routing is not in place to meet needs which result directly from the temporary school move, please complete the online form located here:

07/30/18 UPDATE:

We apologize for not having all bus routes available on July 25 due to technical difficulties. Our server issue has been corrected, and we are working on completing routing information. We will post bus information here on August 1.

07/25/18 UPDATE:
District Team travels to Olympia to meet with the Department of Health - Ann McMurray, Board Chair; Kris McDuffy, Superintendent; Stewart Mhyre, Executive Director of Operations, and Taine Wilton, Project Manager all traveled to Olympia 
on Monday to meet with leaders from the State Department of Health.  The following letter was received by Dr. McDuffy and Ann McMurray on Tuesday as a result.

07/20/18 UPDATE:

07/18/18 UPDATE:

Edmonds School District and Olympic View Water & Sewer District have agreed on a mediator and set a mediation date of August 29.

06/25/18 UPDATE:

Dear Madrona Families and Staff,

Although both parties made considerable effort to compromise, Olympic View Water & Sewer District (OVWSD) has rejected Edmonds School District’s latest proposal for an agreement to provide water service at Madrona. Our school transition task force is now working to finalize the logistics of moving Madrona K-8 students and staff to the former Alderwood Middle School for the start of the 2018-2019 school year.

Our deadline for full water service at the Madrona construction site was June 1, 2018 – a date that was known to both Edmonds School District and OVWSD since May of 2017. Edmonds School District extended that deadline several times and repeatedly engaged with OVWSD in the hopes that renewed negotiations would be successful. The school district has strictly complied with all laws and regulations.

Although not required by either regulatory agency having jurisdiction – the Washington State Department of Ecology or the City of Edmonds – Edmonds School District offered the following modifications to the stormwater system, at OVWSD’s request:

  • Additional testing duration
  • Additional monitoring wells
  • Additional indemnification language

The added cost to Edmonds School District for construction features and monitoring beyond any legal or regulatory requirements is roughly a quarter of a million dollars.

The stormwater treatment system as designed and approved was determined to be the most environmentally friendly and economical. This type of stormwater system currently exists in multiple locations throughout the Olympic View Water & Sewer District. The Department of Ecology has stated in a letter to the OVWSD’s hydrologist consultant that the stormwater treatment for this project meets or exceeds the Department of Ecology’s requirements. (See Letter from DOE dated June 19, 2018)  

Edmonds School District will continue to work toward resolution and will once again offer mediation to OVWSD, but delays to construction due to lack of water are now unavoidable and a decision had to be finalized to best serve the Madrona community.

The former Alderwood Middle School property is similar in size to Madrona K-8, providing a campus large enough to accommodate our more than 600 students. It has extensive outdoor space – including playground equipment – to provide much-needed recess and recreational space. Modifications to transform traditional classrooms into spaces that will work for Madrona’s multi-age structure and meet the DHH program’s specialized accessibility standards will be completed this summer. We estimate these costs to be between $15,000 and $25,000.  

We will continue to keep you updated on transition plans and further efforts to resolve the ongoing issues as information becomes available. We have done everything in our power to protect the interests of our families and staff, and we remain committed to getting our Madrona K-8 students and staff into the building designed specifically for their needs as soon as possible.

6/21/18 UPDATE:  Olympic View Water & Sewer District plans to present an updated proposal for agreement to Edmonds School District by the close of business today. 6/15/18 UPDATE: Edmonds School District and Olympic View Water and Sewer District made additional progress toward resolution in their meeting on Thursday, June 14. We are optimistic that an agreement can be reached in a timely manner. June 11, 2018 UPDATE: The conversation with Olympic View Water & Sewer District is progressing, we will reconvene for discussion on Thursday, time TBD. -Superintendent Dr. McDuffy June 8, 2018 UPDATE: Edmonds School District and Olympic View Water & Sewer District have agreed to meet on Monday, June 11, for both parties to further discuss the issues.
June 6, 2018: We are sorry to have to report that the Madrona project has hit a roadblock which, most likely, will delay the move to the new building.  Edmonds School District met with staff and families on Tuesday, June 5, 2018, to explain the circumstances and discuss our next steps.


Essentially, the entity that supplies the water, Olympic View Water & Sewer District, has continued to express concerns about the stormwater well system at Madrona.  All approvals for this widely used system were obtained from the entities that have jurisdiction in this matter - The Department of Ecology and The City of Edmonds. Within the past two weeks, we realized that we were reaching impasse with the water district and were going to have to move forward to make alternate plans to provide our students the best learning environment possible.


At this time, we are planning to move our Madrona K-8 school to the former Alderwood Middle School site until this matter can be resolved.  We realize the Madrona families have questions and concerns as to how this transition will happen and we are working to make things as smooth as possible for our students.  We will post all updates, family communications, supporting documents, and links to helpful information here.
